Credit reporting agencies (CRAs)

The Big 3 US credit bureaus are partially FCRA-regulated (their credit-reporting arms) but also run marketing-data products that operate outside the consumer-report framework: Experian Marketing Services, Equifax IXI and The Work Number, TransUnion TruAudience and Neustar. All four nationwide CRAs (the Big 3 plus Innovis) jointly operate OptOutPrescreen.com for prescreened credit and insurance offers.
