It isn't USPhoneBook, a separate site with a similar name.

United States Phone Book calls itself a phone book. The contact page tells people listed on it that their number "is/was published in the phone book", and the privacy policy says everything on the site comes "from the whitepages".
Two lines in the homepage footer set out where it stands. One is "We are not a Data Broker". The other, repeated on the contact page, says no California addresses or area-code numbers are available. California's data broker registry has no entry for either domain in this family. The label aside, anyone can put in a name or number and come away with a street address.
The homepage's category buttons are mostly doors to other companies. Background Check and People Finder go to Intelius, Genealogy & Family and Death Index go to Ancestry through affiliate tracking links, and the rest point at other sites. Google AdSense ads run on the contact and results pages.

LookupUK.com, a UK people-finding site from the 1990s, links United States Phone Book from its front page and names Paul M. Field as the person who built and maintains LookupUK.com. Here's what else joins them, sorted by how firm it is.
What the sites say. The About Me on the contact page carries no name, but its author writes of having founded LookupUK in the mid-1990s, and the page's one email link is the LookupUK Gmail address with UnitedStatesPhoneBook.com as the subject. Both this site's privacy policy and America Phone Book's offer "UnitedStatesPhonebook.com (includes AmericaPhoneBook.com)" as a single choice when asking which site a removal is for.
What the infrastructure suggests. One Google AdSense publisher account serves ads on this site, America Phone Book and LookupUK.com, and one Bing verification token sits in all three. The two US sites run identical page code on the same Cloudflare nameservers, and their domains were registered at GoDaddy within 34 minutes of each other on May 7, 2015, both behind Domains By Proxy. The operator states none of this; it's inference, and it lines up with the above.

Who's behind United States Phone Book?
The site doesn't name a company. LookupUK.com links to it and credits Paul M. Field, the contact page's author claims LookupUK as their own, and the ad and verification accounts are shared. The sister brands section splits the stated evidence from the inferred.
Why doesn't it list Californians?
It says it holds no California addresses or area-code numbers. That doesn't stop a Californian turning up under an address from another state, and the button removes those the same way.
How fast does a removal go through?
The contact page's removal instructions say 48 hours, and its Contact Us section, a few lines down, says 24. Search again after two days.

It corrected the registration date, found a published removal time where the old copy said there wasn't one, and took out data categories that turned out to be links to other companies.
