What it is today is thinner than the history suggests. The site is a storefront over PeopleFinders. Its search widgets are literally labeled "Powered by PeopleFinders," its privacy policy says it has "partnered with www.peoplefinders.com" to enable the services, and its About page credits that partnership for access to "over 43 Billion Verified Public Records" while noting "We receive income from our partnerships."

Its Your Privacy page states "USA Trace is not a data broker - we do not store any information, nor do we have access to the information contained in the public record profiles. USA Trace has instead partnered with data brokers and created different ways to find these profiles." The paper trail backs the technicality - USATrace and QuickLocate appear in no year of California's data-broker registry, while its partner Peoplefinders, LLC is registered there. The distinction matters less to the person being searched. Names, ages, addresses, relatives, and criminal and marriage records still surface through its pages, sourced live from the PeopleFinders backbone.
The operator is harder to see than the site. QuickLocate LLC is named consistently across the privacy policy, terms, and About page, with a Mechanicsville, Virginia contact and Virginia governing law. The Virginia filing - readable only through an unofficial mirror of the SCC record during our research - shows an LLC formed in December 2014, active, behind a commercial registered agent, with a principal office on file in Paget, Bermuda. No filing, profile, or press names a single member or manager. Money is similarly at arm's length. The site publishes no prices, initial results are free, and the terms say membership and report fees "are charged by our third-party providers" and are strictly non-refundable.
"We do not and will never sell any personal information" isn't about your records. That line in USATrace's privacy policy covers data collected from site visitors - contact details and analytics - not the people-search profiles, which live at PeopleFinders. Don't read it as a promise about your public-records exposure.

The site's own framing is "previews only." Its Your Privacy page says it doesn't store even the incomplete preview data, and that its partners withhold Social Security numbers, ethnicity information, and sexual orientation from what they share.
